
Indian Railways has launched a customized app for women employees to file complaints of sexual harassment at the workplace.
To mark International Women’s Day on Sunday (March 8, 2026), the Sexual Harassment Incident Notification for Empowerment (SHINE) was launched.
This facility would be in addition to the existing Internal Grievance Committee constituted in each organization in accordance with Visakha directions of Supreme Court in 1997 and Government of India guidelines for protection of women at workplace issued from time to time. With SHINE, female employees can file complaints through the Human Resource Management System (HRMS).
SHINE also for visitors
According to railway sources, SHINE also allows reporting of incidents or complaints on behalf of outsiders (visitors), contractual employees, students and others who may not have access to the app.
It would maintain confidentiality and effectively address issues brought to the attention of the concerned authorities. The application could be accessed through the “Employee Self Service” system.
Under the existing guidelines, committees have been set up at various levels to deal with complaints of sexual harassment faced by female employees.
SHINE was developed to make the mechanism more confidential and to be able to solve it quickly.
“This facility is available to all women employees and they can register their complaint directly and it will be received by the appropriate committee appointed for redressal of such complaints online,” said a memo sent to all zonal general managers.
