Delhi Police on Tuesday (Oct 27, 2026) said it had not received any application seeking permission for the proposed mock “public impeachment” of Chief Election Commissioner Gyanesh Kumar on October 30 and November 1, dismissing reports that permission for the proposed actions had been denied.

But the police confirmed that they raised no objection to the November 1 INDIA Bloc assembly against irregularities in the Special Intensive Review (SIR) of electoral rolls and reiterated their demand for the resignation of Chief Election Commissioner Gyanesh Kumar.

Speaking to The Hindu, Deputy Commissioner of Police (Central) Rohit Rajbir Singh said the Congress sought permission only for the INDIA Bloc rally at Ramlila Majdan on November 1, which was granted subject to several conditions. According to him, no separate request for mock impeachment was received.

According to the permission letter issued by the Central District Police, as reported by The Hindu, the rally is scheduled to be held on November 1 from 10 am to 5 pm. Without objections from the point of view of law and order, it is conditional upon obtaining the prior consent of the organizers from the office of the land owner.

Conditions for the November 1 rally include the installation of high-definition CCTV cameras at strategic points across the venue, including entry and exit gates, the stage and seating enclosures, along with a control room and five screens as part of the monitoring system. Organizers were also asked to provide adequate water tanks and toilets, including separate toilets for women, and deploy enough volunteers to manage the rally.

The police have directed the organizers to ensure that the rally remains peaceful and ends by 5:00 pm, after which it will start dispersing. Overnight stay at the venue before or after the rally will not be allowed and vehicles must be parked in the places designated by the traffic department.

The permit also states that no march will be allowed to any place outside the Ramlila Maidan. The organizers were asked to submit a list of invitees and volunteers, a minute program and details of the buses, including their registration numbers.

The police further ordered the organizers to ensure that no demonstrations disturb public harmony or contain inflammatory or intimidating content. If such speech occurs, the radio must be immediately turned off and the speaker removed from the podium.

The letter warns that any breach of the conditions or failure to comply with police instructions may lead to legal action against the organizers and the withdrawal of the permit.
