Strict implementation of safety guidelines suggested by the judicial commission that investigated the Puttingal fireworks accident that killed 110 people a decade ago and other statutory bodies could have prevented the accident, experts say.
The Thrissur firework mishap, which claimed 13 lives, occurred after an explosion allegedly took place in an unauthorized area that did not meet the safety norms prescribed for a manufacturing site under the Explosives Rules, said R. Venugopal, former Joint Chief Controller of Explosives, Petroleum and Explosives.
