The police commissioners of Hyderabad, Malkajgiri, Nizamabad and Karimnagar have been directed to improve their performance in implementing the new criminal laws. Telangana Director General of Police CV Anand highlighted the shortcomings in investigation standards, disposal of cases and adoption of technology-driven policing.

At a review meeting held at the Crime Investigation Department (CID) office in Hyderabad on Thursday (October 8), the DGP reviewed the performance of lagging police units in the state rankings and called for remedial measures to improve Telangana’s standing at the national level.

Telangana currently scores 60.15 in the national ranking of implementation of new criminal laws. The DGP said that improving the performance of individual police units is essential to increase the overall ranking of the state.

Mulugu district emerged as the best performing unit in the state followed by Jayashankar Bhupalpally and Police Commissioner Ramagundam. Their performance was particularly evaluated on using e-Sakshya, completing investigations within the prescribed 60- and 90-day time limits and registering Zero FIRs.

Meanwhile, Mahabubnagar, Government Railway Police (GRP) Secunderabad and Yadadri-Bhuvanagiri were among the units identified as lagging in implementation. The meeting explored the reasons for their poor performance.

Focus on investigation and technology

The DGP directed the officers to strengthen the implementation of Zero FIR, time-bound investigations, online charge-sheeting, e-Sakshya, e-Summons, Nyaya Shruti and Interoperable Criminal Justice System (ICJS).

He pointed out that the national ranking was based on four broad parameters, with operational efficiency given the highest weightage of 45%, followed by ICT application at 25%, administrative reforms at 20% and integration at 10%.

Referring to the performance of EAGLE Force and Telangana Cyber Security Bureau, the DGP said regular inspections and remedial measures have helped both wings achieve national recognition. According to him, similar interventions were also necessary across other police units.

Greater use of crime data

The DGP also emphasized the need to analyze the data available through the Crime and Crime Tracking Network and Systems (CCTNS) to identify crime patterns and formulate preventive strategies.

Police units have been asked to focus on cyber crime, cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and habitual offender lists to prevent recidivism.

During the meeting, police officers drew attention to the technical difficulties that occurred during the implementation of the new criminal laws. The DGP assured them that where necessary, specialized training would be organized to improve their understanding of legal provisions and related technology systems.

The meeting was attended by CID Director Charu Sinha, Hyderabad Police Commissioner VC Sajjanar, Cyberabad Police Commissioner M. Ramesh Reddy, Inspector General Multi-Zone I Chandrashekar Reddy, CID DIG Parimala Hana Nutan and senior officers from the respective police units.
