
The Government of Karnataka, hoping to agree on a matrix on Tuesday to cut a total of 17% of the plan for the planned caste (SCS) in the state, hoping to overthrow the curtain in the state. The Madiga community (Dalit on the left), which led the fight from the queue, will now gain a 6% share in the overall matrix. The group of relatively better Dalita (Holya) receives 6%, while the “less backward” communities of the lambanis, Bhovis, Korama and Korac-spols with 59 microscopic communities-are assigned 5%.
The demand for internal reservations, which has gained dynamics in the last decade and a half, received a court permit last August, when the Supreme Court confirmed the constitutional validity of the creation of a matrix within a larger SC quota. In Karnataka, 101 castes were announced as SCS. The government mostly relied on the recommendation of the commission for one person, headed by a retirement of HN, Nagamohan Das, who submitted a report on August 4. The report recommended the classification after a two-month survey into a house that gathered empirical data on socio-economic and educational background by about 93% of Karnataka’s population SC.
It seems that the decision of the cabinet announced by the chief Minister Siddaramaiah was considered by political coercion. While the Commission recommended five categories on the basis of backwardness, the government reduced them to three to meet the requirements of politically stronger Dalitsky law and “less return” communities. At the same time, the state government has released the category A, which was recommended for 1% reservation for the most backward microscopic communities, many of which have double -digit populations and no representation in bureaucracy or politics. The cabinet also canceled 1% reservation recommended for adi Karnataka, Adi David and Adi Andhr into category E. They were divided between right -wing and left groups.
As part of the new categorization, microscopic communities will closely 4,97% of the total SC-nine population have to fight with relatively better “less backward” SC communities that have made progress to ensure education and find public sector employment.
While many admit that bringing consensus among all groups competing for a larger cake in the matrix was not easy, it was believed that in jokeing for a higher share, microscopic communities – many nomadic – did not receive justice in which they hoped. Of the six Dalits ministers, no one is to represent these communities and there was no voice in their favor. In the final decision, Dalit Right and “less backward” received 1% more than the Commission’s recommendations. In Karnataka, Dalit’s left is considered to be washed towards the BJP, while the Dalitian law is considered a congress. It is assumed that communities “less backward” are divided between BJP and Congress.
In the last two decades, the question of the internal reservation has been an important part of the Dalit Politics in Kareni. While the AJ Sadashiva Commission, established in 2005, submitted its report in 2012, the internal reserve mostly remained rhetoric, because Dalit Right Groups has successfully caused pressure on the government not to make its recommendations. The judiciary also did not clean the internal reservation. In 2022, the BJP government tried to play with recommendations and came up with a nut that was unacceptable to the Dalitian law and a “less backward” community. It also increased the overall booking for SCS from 15% to 17%. Before the elections at the Assembly of 2023, Congress promised to introduce an internal reservation in his manifesto.
According to the Commission’s recommendations, although it was not officially published, Dalit Right Group vigorously against this report urged the government to drop it into what was considered an attitude towards hard negotiations. While the internal quota clearing is historical, in the end it seems that relatively stronger communities in the larger SC population have gained the upper hand, while the most marginalized still have a long struggle.
