The new full -fledged survey of the Karnataka population with the aim of identifying back class and later to classify them in categories to provide a reservation, as the state government announced, it may take before being carried out, experts said.
While the decision of the State Government adopt the socio-economic and educational survey of 2015 (census) carried out by the State Commission of Karnataka for back-class “basically” and the conducting of a new survey was described by some survey as “logically defiant” some, some Cabinet meetings announce the right travel map.

“The government hopes that the survey will complete in three months, as the Theangany government has completed its survey,” he said.
However, those who worked in the reverse class, especially during the 2015 survey, expressed doubts about the possibility of completion within 90 days. “Exploration preparations include identifying and drawing the list of castes and substacles, preparing a questionnaire, evoking a manual, drawing up a home list/ list of blocks, appointment and training enumerators, and this lasts at least six to eight months.”
Larger population
At the time of the new survey, the expected population of Karnataka will be almost 7 crore, for which at least 1.5 lakh list is required, it is estimated. In 2015, 5.98 crore people or about 95% of the total population were listed about 1.35 lakh staff.
“Teachers are usually allocated. The 2009 Law of Education Provisions prohibits the use of teachers for any other work during the academic year. They can only be used during the holidays. In such a scenario, work cannot be done in the next few months,” the sources said. “If the survey is hurried, it could end up with mistakes and get into legal problems,” warned the expert, previously with the Commission.
More parameters
Another source that was previously in the committee said that the survey work must start from a very basic level, because those who oppose the 2015 survey have thrown aspects for almost everything. “The previous two commissions focused on the provisions of Article 15 (4) of the Constitution on Education and Sociality. They did not touch the provisions of Article 16 (4) for proportionate representation. Without a study on a reasonable representation, as you understand the benefits received in public education and employment. If an adequate representation is not studied, the reclassification of caste is scientific, ”added the sources.
