In an unusual step, the Tamil government has to send a list of CEOs of police police officers to the Union’s public service Commission for completing the panel, which applies another DGP/manager of the police forces.
The state government, which was instructed by the Supreme Court in the appointment of DGPS, was to send a list of eligible officers to the UPSC three months before the current retirement of DGP Shankar Jiwal (August 30, 2025). Once a list of eligible officers is sent, the UPSC would prepare a panel of three officers suitable for appointment by the head of the police forces and sent it back to the state to choose one to the highest place.
Tamil Nadu is one of the countries that follow the instructions for the High Court in the matter of Prakash Singh in terms of the appointment of DGPS/HOPF. It is a practice since many years to send a list of IPS officers for empanelling and subsequent UPSC appointment. However, only more than a month remains for the current DGP to retire, there is no indication of the state that launched this process, police resources said.
Although there is information that the state could change the police law Tamil Nadu to allow the appointment of an officer of his choice as DGP/HOPF, the rumors are also agog that Mr. Shankar Jiawal can get three months with the consent of the Union government.
In its earlier order, the Supreme Court ordered the States to ensure that DGP was appointed through a transparent process based on merit with a minimum of two years, regardless of the supplementary pension insurance date.
After some states have appointed DGP at the last minute, which provided them with the advantage of a total two -year term, the court ordered that the appointment of a person as DGP just before retirement should be avoided. The court also ruled against the concept of appointment of an officer as “reigning DGP”. Despite specific instructions, some states have appointed “responsible” DGP or DGP with a “complete additional fee” to circumvent the request to search for the UPSC panel.
Qualifying officers
If the state government sends a list of officers to the UPSC, officers in the order of seniority who would qualify in the proposal, are Seema Agrawal, Rajeev Kumar, Sandeep Rathhore, K. Vannia Perumal, Mahesh Kumar Aggarwal, G. Venkatraman Plane-1, they are all. Though on duty, DGPS Pramod Kumar and Abhay Kumar Singh would not fit in the criteria that at least six -month service left before retirement
Although the police headquarters wrote to the state minister of the Interior that a vacancy for the highest place in the police would be created on August 30, 2025, no decision to send the UPSC proposal has been taken to complete the panel. The UPSC selection commission is headed by the chairman and includes the Minister of the Interior of the Union, the main secretary of the state concerned and one of the heads of the central armed police forces of the nominee MHA, which does not belong to the same state cadre as members, said sources.
Whether Tamil nadu deviates from the Convention to Compliance with the Supreme Court’s instructions in the appointment of DGPS and continue to strengthen the officer of his choice to lead strength.
