The Madurai Bench of the Madras High Court has ordered the Directorate of Vigilance and Anti-Corruption, Madurai Division, to conduct an inquiry into allegations of systemic illegality in the Department of Geology and Mines, Dindigul, involving fake challans, embezzlement of mining fee and use of temporary employees to channel illegal transactions.
Justice B. Pugalendhi directed the Additional Superintendent of Police, DVAC, Madurai to conduct and monitor the investigation through the Deputy Superintendent of Police.
The scope of the investigation should be whether similar transactions with bogus guys and embezzlement were taking place at other geological and mining offices in the southern districts. The assets and financial transactions of all parties involved should also be verified to determine whether there has been any undue accumulation of assets or illicit financial gain associated with the alleged transactions. The investigation should be completed in six months, the court ordered.
The court was hearing a petition filed by T. Dinesh Kumar of Dindigul district, who said he was temporarily employed as an accountant in the District Mineral Foundation Trust under the Geology and Mining Department. His service was extended till 24 August 2020.
Thereafter, although no formal extension order was received, he was unofficially engaged by assistant principals. He claimed he was used by officials to collect bribes from quarry operators. He sought police protection. Officials and quarry operators have denied the allegations. According to the instructions, the court processed the motion.
