Livemint previously reported how the fate of about 52,000 Indian pilgrims Hajj was uncertain because Saudi Arabia canceled the zones in Mine (stop during the hajj in the kingdom), which was assigned to private travel operations.
They expropriated the matter of the main Minister Tamil Nadu MK Stalin, Jammu and Chief Minister Kashmir Omar Abdullah and head of Mehboob Mufti Mehboob Muftti. They urged the Ministry of the Union of the Union to “immediately” hit and take over the matter with the Saudi authorities, because it caused problems for pilgrims.
The ministry said that the Union government led by Prime Minister Narendra Modim gives the high priority of Indian Muslims who perform the annual pilgrimage Haj. As a result of his efforts, he stated that the allocation of the country for India, which was 1,36,020 in 2014, gradually increased to 1,75,025 in 2025.
When is Hajj 2025?
Hajj is an annual pilgrimage to Mecca and Medina, the two most sacred cities of Islam in Saudi Arabia. The pilgrimage is performed during a specific period that culminates with EID-AL-ADHA.
This year, Hajj is expected to take place from June 4 to June 9, 2025, depending on the observation of the Moon, which means the beginning of Zil-Hajj, the 12 months of the Islamic calendar. Pilgrims are likely to start their way to Saudi Arabia until the end of April.

Through the Indian Hajj Committee, the Ministry manages the agreement on most of the quota allocated by India, which is in the current year 1 22 518. The balance of quota (more than 50,000 pilgrims) was assigned to private travel facilities. Due to the changes in Saudi instructions, the Ministry consolidated more than 800 private tour operators on 26 legal entities called combined operators of the Haj (Chgo) group.
“Despite the reminder, however, they did not comply with the necessary timelines laid down by the Saudi authorities and failed to complete compulsory contracts, including MINA camps, accommodation and transport of pilgrims, as required under Saudi regulations,” the ministry said.
The Modi government dealt with the affected Saudi bodies, including the ministerial level.
“Given the intervention of the government, the Ministry of Saudi Hajj agreed that he re -opened the portal Haj (Nusuk Portal) on all Chgo to complete his work with regard to 10,000 pilgrims based on the current availability of space in Mine,” the ministry said.
“The Ministry has been issued for Chgo instructions to do so. India would naturally appreciate any gesture of Saudi authorities to suit more pilgrims,” he added.
Saudi visa restrictions
This year, Saudi Arabia has taken many measures to control the crowd for Hajj. The kingdom has imposed new travel restrictions and suspended the issuance of certain visas to people from 14 countries, including Bangladesh, Pakistan and India.
Given the intervention of the government, the Ministry of Saudi Haj agreed to reopen the HAJ portal on all Chgo to complete its work with regard to 10,000 pilgrims based on the current availability of space in Mine.
However, the suspension has no impact on pilgrims from India, who strictly secured the hajj visas for Saudi Arabia. The suspension specifically focuses on other visa categories to prevent unauthorized individuals from performing Hajj without proper registration and prevent overcrowding.
