Gurugram freezes accounts of 71 builders to recover unpaid dues from homebuyers

The Gurugram district administration on Wednesday (September 30, 2026) ordered the freezing of bank accounts of 71 builders and promoters for unpaid fines and refunds to property buyers ordered by the Haryana Real Estate Regulatory Authority (HRERA), pending recovery of certificates totaling ₹446 crore – several of them for more than four years.

According to an official statement under Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, which provides for the recovery of amounts ordered by the authority as arrears of land revenue, the administration ordered the freezing of the bank accounts of all 71 defaulting builders. Proceedings have also been initiated to attach their movable and immovable properties under the Punjab State Revenue Act applicable to Haryana, he added.

Deputy Commissioner Uttam Singh said, “The money will be recovered from frozen bank accounts or attached properties. Failing that, further action will be taken as per law which may also lead to arrest. No builder will be allowed to sit on money that legally belongs to home buyers.”

Major defaulters include Ansal Housing/Ansal Construction Housing (₹91 crore), Raheja (₹90 crore), Vatika (₹80 crore), Parsvnath (₹74 crore), Ramprastha (₹57 crore), IREO (₹24 lakh). Builders have been issued notices to deposit the outstanding amounts.

Mr. Singh said the progress would be reviewed every week, while the Subordinate Magistrates (SDMs) and tehsildars were directed to carry out the enforcement proceedings in a time-bound manner. Home buyers can contact these officials regarding the status of their recovery. He said HRERA levy enforcement in the district had stopped in the past and the latest action followed a comprehensive review of all outstanding enforcement certificates.
