The Gujarat government has digitized around 20 high-demand civic services across key ministries, acting on the recommendations of the Gujarat Administrative Reforms Committee (GARC).
According to the committee’s report, about 4% of services are now fully digital enabled on the Digital Gujarat platform. However, a significant number of services continue to be provided through Jan Seva Kendras and e-Gram centres.
The Digital Gujarat platform receives nearly 1.20 million requests annually, of which around 87 lakh are related to these 20 services, underscoring their importance in day-to-day interactions between citizens and the government, officials said on Monday (March 23, 2026).
The Sugam Initiative
The services were launched under the Sugam Digital Gujarat initiative under the Ministry of Science and Technology. The initiative aims to facilitate anonymous, cashless and paperless delivery of public services, they said.
In the first phase, the services of five departments, including social justice and empowerment, revenue, legal department, food and civil supplies and tribal development, have been brought online. These include issuance of caste and income certificates, non-cream layer certificates and EWS certificates. Services related to ration cards such as adding or deleting names, corrections, new and duplicate cards were also included. Certified copies from the revenue department and ready-made affidavits from the legal department are part of the introduction.
The platform supports Aadhaar-based authentication, API-driven authentication, DigiLocker integration, eSign devices and UPI-based payments. The certificates will carry QR codes and some services will be available via WhatsApp.
The government said application forms have been simplified with provisions for reuse of previously submitted data.
Further expansion of digital services is planned in phases along with initiatives such as development of AI models in Gujarati and wider integration across departments.
The reforms are expected to reduce processing times, enable real-time tracking and minimize the need for physical visits, while improving the accuracy of records.
