Gujarat Chief Minister Bhupendra Patel on Tuesday (December 30, 2025) gave in-principle approval for setting up the Indian AI Research Organization (IAIRO) to boost research and development in artificial intelligence.
According to officials, the proposed facility will be set up under a public-private partnership (PPP) model through a tripartite collaboration involving the state government, the central government and the Indian Pharmaceutical Alliance (IPA).
The initiative was aimed at accelerating India’s artificial intelligence ecosystem in line with Prime Minister Narendra Modi’s vision and under the leadership of the chief minister, they said.
IAIRO would be operationalized as a special purpose vehicle (SPV) in GIFT City near Gandhinagar from January 1 and would be registered as a non-profit entity under Section 8 of the Companies Act, 2013.
An estimated budget of about ₹300 crore has been earmarked for the first five years of the project, with the state government, the Center and the private partner contributing 33.33% each, they said.
IPA has joined the initiative as a major private partner and will contribute ₹25 crore in 2025-26. The alliance includes around 23 leading pharmaceutical companies, including Cipla, Torrent Pharmaceuticals and Sun Pharma.
The project is in line with the objectives of India’s AI Mission of the Ministry of Electronics and Information Technology of India as well as the AI Action Plan of the Government Department of Science and Technology.
Officials said the state government has also formed a task force on artificial intelligence to promote sustainable development and improve the quality of life through the application of artificial intelligence in sectors such as health, education and agriculture.
IAIRO is envisioned as a multidisciplinary AI center with core activities including advanced research and development, creation of AI-based products and solutions, and fostering collaboration between academia, industry, startups, and government.
The organization will also focus on intellectual property creation, capacity building and policy-oriented research and will operate on a hybrid computing model integrating on-premise infrastructure.
