
The Commission for Air Quality Management (CAQM) on Saturday implemented the Graded Response Action Plan (GRAP)-4 curbs in Delhi-NCR amid “severe” air quality, according to officials.
The move comes a day after GRAP III measures were implemented in the region.
What is allowed
PUCC Requirement Enforcement
All petrol, diesel and CNG outlets in the National Capital Territory of Delhi will only supply fuel to vehicles that have a valid Pollution Under Control Certificate (PUCC). Vehicles identified through ANPR systems or other means and found refueling without a valid PUCC will be liable for penalties. Verification of PUCC status can be done using physical certificates, ANPR or electronic databases like VAHAN or any other centralized system wherever possible.
Exceptions
These provisions shall not apply to emergency vehicles in sovereign service such as ambulances, fire engines and police vehicles, nor to vehicles transporting essential commodities or providing essential services as notified by the relevant authorities.
What is limited
Entry restrictions for vehicles registered outside Delhi
During the implementation of GRAP Stage IV (severe+), motor vehicles registered outside NCT of Delhi and not meeting BS-VI emission norms will be banned from plying in Delhi. Exemptions will apply to CNG or electric vehicles, public transport and vehicles transporting essential goods or providing essential services.
Restrictions for vehicles transporting construction materials
While GRAP Phase IV (severe+) is in force, vehicles carrying construction materials – including sand, aggregate, stone, bricks, cement, ready-mixed concrete, rubble or similar items – will not be allowed to enter NCT of Delhi. Any such vehicle found in violation during GRAP Stage IV will be subject to severe penalties or confiscation as per existing rules.
