Govt. lists five bills for monsoon session, no mention of delimitation legislation

The Prevention of Insults to National Honor (Amendment) Bill, 2026, which seeks to amend the 1971 Act to make it a criminal offense to intentionally insult or disturb during the singing of the national song Vande Mataram, and the Registration of Births and Deaths (Amendment) Bill, which proposes registration to delay the new government, are among the tougher provisions for the government’s upcoming Mon Session of Parliament bill.
The legislative agenda circulating among MPs does not include the 130th Constitutional Amendment Bill, which calls for automatic disqualification from public office of any person, including the Prime Minister and Chief Ministers, who have been jailed for 30 days, and the 131st Constitutional Amendment Bill, which proposed delimitation of Lok Sabha seats to facilitate the implementation of women’s reservations.
The former bill is in the final stages of consideration before a joint parliamentary committee headed by BJP MP Aparajita Sarangi. He was defeated by the united opposition at the previous session of the parliament. The government has not officially confirmed or denied reports that it may introduce a revised version of the bill during the upcoming session.
The other three new laws introduced by the government are the Income Tax Amendment Act 2026; Supreme Court (Number of Judges) Amendment Act, 2026; and the Micro, Small and Medium Enterprises Development (Amendment) Bill 2026.
In addition, the government mentioned the Foreign Contribution (Regulation) Amendment Bill, which was introduced during the budget session of Parliament, and the Viksit Bharat Shiksha Adhisthan Bill, 2025, which is currently being considered by a joint committee of both houses.
