Govt. issues PPP guidelines for urban infrastructure projects

The state government has issued guidelines for the development of urban infrastructure in Andhra Pradesh through public-private partnership (PPP) with immediate effect.

Instructions issued through GO Rt. No. 673 of May 27, 2026, provides a framework for all urban infrastructure projects implemented through PPP, annuity, P4 or other private sector participation models. They will apply to all Urban Local Bodies (ULBs), Urban Development Authorities (UDAs), Directorates, Corporations and Nodal Agencies functioning under the Municipal Administration and Urban Development Department (MAUD).

MAUD Minister Ponguru Narayana said in a statement on Wednesday that the guidelines will help unlock the value of public assets, attract private participation in critical urban sectors and ensure projects are structured in a transparent, bankable and accountable manner.

MAUD Principal Secretary S. Suresh Kumar said the ministry has identified 56 projects with an estimated cost of ₹ 23,801.21 crore to be implemented in two phases under the PPP initiative.

22 projects worth ₹ 4,882.21 crore have been identified under Phase I. These include one project in the construction stage worth ₹330 crore, 15 projects in the bidding stage worth ₹3,747.31 crore, four projects in the DPR stage worth ₹244.90 crore and two projects in the pre-DPR/concept stage worth ₹560 crore.

In Phase II, 28 projects worth ₹835 crore have been identified, including 25 projects at DPR stage worth ₹745 crore and three projects at pre-DPR/concept stage worth ₹90 crore, Mr. Suresh Kumar said.

Besides, five Capital Region Development Authority projects worth ₹ 17,484 crore are in the pipeline as part of the ongoing project identification process. These include Amaravati Eye, Amaravati Marina, Sports City, Ropeway and Inner Ring Road.

Another proposal worth ₹600 crore is also under evaluation for development under PPP models, according to a report issued by the MAUD ministry.
