According to the instructions issued by the High Court Andhra Pradesh, as part of its judgment on 23rd April, the Department of the Municipal Administration and Development of the Cities (Ma & UD) asked the Commissioners of all city local authorities (ULB) to ensure strict employment ban as manual officials and their 2013 rehabilitation Act.
The court emphasized the need for timely payment of compensation and the provision of complete rehabilitation measures, including the husband’s job, free education for children and the appropriate skills of the relationship of deceased workers.
According to the instructions, the Ministry had 6 June 2025 ordered the Commissioners of all ULBs in the State to learn that no person was dealing with manual leaks and that all cleaning operations were fully mechanized. “Manual entry into sewerage or septic tanks has been strictly forbidden at all times,” the official release said.
The release added that, in exceptional cases where manual intervention was inevitable, previous approval must be obtained from the Commissioner and all prescribed safety equipment must be provided in accordance with the PEMSR Act of 2013.
In the event of death in the sewer or septic tank, regardless of whether the deceased was employed directly, indirectly or via the supplier, the agency in question must be paid by the agency in question.
The Ministry also asked the Commissioner to ensure that the companies were immediately registered against any individual, agency or supplier in the relevant sections, and created a dedicated line of assistance or mechanism for reporting violations and complaints related to manual leakage.
The Commissioners were asked to create awareness between employees of municipal, suppliers and the public about legal prohibitions and sanctions associated with manual cleaning and rights and rehabilitation measures that the person affected affects.
The 2013 Act deals with the provisions of sanitary latrines, identification of manual gadgets and their rehabilitation, the duties of local authorities for the elimination of madmen, implementation mechanism, procedure for experiment, vigilation committees and various.
