Governor Uttarakhand General Gurmit Singh (Retd.) On Monday (October 7, 2025), a bill on Uttarakhand, 2025, was approved by the State Act on the Madrasa Council, and the NGOs and Persian Madras, 2019.
The statement issued by the Chief Minister Pushkara Singh Dhami said that after the bill entered into force, educational institutions will be not only Muslims, but also Sikha, Jain, Christians, Buddhists and Parsis in Uttarakhand.
All Madrasas working in the State will now be obliged to obtain recognition from the Uttarakhand Minority Office and an associated company with Uttarakhand school education.
“This decision is a historical step to be fair and modern. From the academic meeting of July 2026, all minority schools will provide education within the National Curricular Framework (NCF) and new educational policy (NEP-2020),” Dhami said.
He added that the only goal of the government in the introduction of this law is to ensure that every child in the state – regardless of their class or community – has access to the same quality education and equal opportunities. The way he said will help make the state education system more transparent, more responsible and focused on quality.
The State Cabinet approved the bill in August 2025 and was in the middle of a stir during the monsoon meeting of the State Assembly, just a few days after receiving the approval of the cabinet.
“The law does not interfere with the establishment and administration of minority educational institutions, but ensures that the perfection of education is to be preserved. In order to obtain recognition, the institution must be registered under the Company Registration Act, trust or law on companies.
