The Tamil Nadu government has appointed an authority to investigate officials involved in the construction of a flyover at Periyanaickenpalayam in Coimbatore district.
In an order dated September 30, 2025, Roads Minister R. Selvaraj said the government has appointed D. Baskar Pandian, Project Director, Tamil Nadu Road Sector Projects, as an inquiry officer who will submit a report within 45 days.
“The said Inquiry Officer is directed to conduct an inquiry in accordance with the procedure laid down in Rule 17 (b) of the Tamil Nadu Civil Services (Disciplinary and Appellate) Rules and send the report expeditiously to the Government,” the order said. Disciplinary proceedings are quasi-judicial in nature, he added.
The authority is appointed after the Coimbatore Consumer Cause Secretary’s representation to the Prime Minister’s office regarding “faulty design against IRC norms and improper connection of service road to flyover”. On April 21, the PMO wrote about the appointment of an investigative body.
In a letter to the PMO in January this year, Consumer Organization Secretary K. Kathirmathiyon alleged that the public was facing safety issues and several difficulties due to poor planning and execution of the 1.8 km flyover built at a cost of ₹115 crore. Officials say this is due to the “condition of the site”. Pre-opening – road safety audit by consultant Eclat Engineering, Hyderabad due on 6th December 2023 does not mention “major safety lapse i.e. merging of service road with main carriageway – at the end of the off-ramp, although it is at ‘0’ point at sharp 90 degree right-hand turn and is totally inconsistent with IRC standards. Rainwater drains are not built and there are no street lights on the flyover, he claimed.
