
The state government has announced the terms of reference (ToR) of the 12th Pay Revision Commission, stating that the wages and pension will be revised with effect from July 1, 2024.
Among other things, the terms of reference require the commission to suggest measures to make the civil service more user-friendly and efficient, and to examine the “multifaceted” problems faced by women employees.
The government has asked a commission headed by former chief secretary VP Joy to look into the existing civil service system and suggest measures to increase efficiency and social accountability to make the service “more people-friendly”.
The commission should examine the extent of introduction of non-cadre promotion to employees in various categories of posted and non-posted posts who continue in the entry cadres for long service, the Finance Department’s May 5 order said in the ToR.
The Commission has been asked to examine the present structure of pay and allowances and other emoluments and conditions of service, including promotional paths and fringe benefits, available to various categories and suggest any changes. She was also asked to examine and propose changes to benefits available to pensioners, if necessary.
Among other things, the Commission was asked to “consider the need for a gender-sensitive service structure, particularly the multi-faceted problems faced by women employees and make suggestions for remedial measures”.
The panel should also review the existing rules and procedures for wage fixation and suggest ways to simplify them, the finance department order said.
Further, the panel was also asked to look into the anomalies in the previous pay revision specifically brought before it by the government and suggest remedies.
The panel, which includes advocate M. Rajagopalan Nair and former finance minister Sreelatha Sukumaran, is expected to submit its report within three months.
