Pinaki Chandra Ghose Commission (COI), introduced to explore the alleged inconsistencies in planning, design, construction, operation and maintenance of Medigaddy, Annaram and take off the Barrages project, Kaleshwaam irrigation on Thursday.
Judge Ghos handed over the report to the main secretary (irrigation) Rahul fought in his office here. Mr. Fight is likely to give the report to the main secretary K. Ramakrishn Rao.
The Commission consisted of the State Government in March 2024, but began to operate since May last year. Within 15 months of investigation, he visited these three firing physically and explored a total of 115 witnesses, including engineers, officials, bureaucrats and elected representatives, including former Chief Minister K. Chandrasekhar Rao and former Ministers T. Harish Rao and Eatal Rajender.
After sinking some of the Medigadda Pier and damage to the structure in the seventh block in October 2023, the National Authority for the safety of the dam (NDSA) took damage on the basis of an informal complaint of BJP leaders.
Congress, which came to power in December 2023, originally ordered the investigation of the matter and later introduced the Commission of the Inquiry after Minister A. Revanth Reddy announced the assembly.
In his preliminary report published a few days before the election day of elections appeared a mistake with all aspects concerning barriers – from planning to maintenance. The report was caused by the use of pilot Secant to establish a Medigadd thumb instead of leaf piles, as planned initially and also lack of correct geological tests before construction.
Later, NDSA submitted its interim report before the Dok Sabha interviewing date, which repeated their findings in the preliminary report and recommended some specific geological tests before taking any remedial measures. In its final report published in April this year, the Central Agency recommended the reconstruction of the damaged block and other measures for the safety of the structure.
The vigilance report also found similar problems and the negligence of the engineers concerned in compliance with proper procedures in all aspects of barric structures starting with planning and recommended actions against them.
The Commission has explored engineers who were involved in the various phases of the construction of the baricles and examined them on the basis of information collected from witnesses. With the exception of KCR examination, which was on the camera at the request of the witness, others were examined as an open proceedings.
