Telangana Power Generation Corporation Ltd (TG-Genco) has sent a letter to Singareni Collieries Company Ltd (SCCL) alerting it about how Genco’s power stations, which are connected for fuel supply with Singareni, are getting supply of low quality coal compared to specified grades under the fuel supply agreement (FSA).
In a letter addressed to SCCL Chairman and Managing Director, TG-Genco CMD S. Harish asked the state-owned coal PSU to improve coal quality and regulate lower grade rakes to avoid production losses at Genco’s thermal plants.
Genco’s thermal power plants — KTPS-VII, BTPS, YTPS, KTPS-V, KTPS-VI and KTPP-I — have a total FSA of 28.872 million tons of coal per year. Bond for KTPS-VII is 4 MTPA of G10-11 grade, 4.2 MTPA for BTPS with G9-10 grade, 14 MTPA for YTPS with G9 grade, KTPS-V (2.2 MTPA), KTPS-VI (2.312 MTPA) and KTPP-I and 3MTPA10% and 1516% 40% G11 and above grade.
Stating that the KTPS-VI (500MW), KTPS-VII (800MW), KTPP-I (500MW), BTPS (1,080MW) and YTPS (4,000MW) boilers were designed to use higher grade coal with calorific value below 4,375 KMD, it said most of SCCL COcal/kg supply was and FSA grades in G14-15 with GCV 2800-3400 kcal/kg.
Due to supply of lower grade GSA coal, Genco units were forced to operate at part load, resulting in loss of production, faced reduction in load factor of unit equipment and affected availability of generation stations against TGERC norms, resulting in loss of revenue, resulting in higher wear and tear of boiler pressure parts and increase in consumption of auxiliary power and heat, Genco CMD in his counterpart explained in a letter to SCCL.
He further stated that poor quality coal supply results in high ash content and burdens the ash evacuation system and increases coal consumption beyond the stipulated requirement and also burdens Genco with additional/higher transportation and handling charges.
Genco CMD also complained that it came to know that SCCL was supplying higher quality coal to Gencos of other states at the price of quality coal to TG-Genco power plants. He mentioned that Genco’s power plants received only 26% coal supply of G6 to 10 classes in September and in October (till 12 October) the percentage was only 13 and asked SCCL to supply coal as per FSA to run Genco units at their rated capacities.
