Greater Bengaluru Authority (GBA) Chief Commissioner M. Maheshwar Rao on Tuesday announced an audit of e-khata rejections following complaints from citizens that their applications were rejected despite submitting all required documents.
The review, the GBA chief said, will examine whether e-khatas were denied without valid reasons.
“The government has introduced e-khata to simplify the process for citizens. Any hurdles faced by the public in obtaining these documents will be resolved,” Mr. Rao said.
The announcement came amid protests by the GBA Municipal Officers and Employees Association, which held a candlelight vigil against the suspension of two officials — Bommanahalli zone deputy commissioner DK Babu and revenue officer Varalakshmi. The officials were suspended by Special Commissioner (Revenue) Munish Moudgil, allegedly for dereliction of duty in issuing e-khata.
However, sources said the suspensions came as a result of several cases where e-khata applications were rejected without valid reasons, causing public inconvenience. Such rejections run into the thousands, sources said.
There has been a tug-of-war between the finance officers on the ground and the GBA top management over the e-khata issues. While citizens and senior GBA officials attribute several rejections to corruption, officials on the ground said they are being targeted by an impractical system. Efforts to remove subjectivity from the system were opposed.
Association president A. Amrut Raj said, “Revenue employees have been harassed by Special Commissioner (Revenue) Munish Moudgil even as they continue to be overburdened with khata-related work. He said the association has raised the issue with the GBA Chief Commissioner and demanded lifting of the suspension. He added that the employees are considering mass leave and work stoppage if their concerns are ignored.”
Mr. Moudgil was not available for comment. Responding to the complaints, Mr. Rao assured to look into the concerns raised by the employees.
