Israel and Hamas on Thursday (October 9) achieved a historical agreement to introduce the first phase of the peace plan supported by the US aimed at suspending the two -year war in Gaza. The agreement, mediated by indirect interviews in Egypt, focuses on the release of hostages, swaps of prisoners, humanitarian aid and partial withdrawal of troops. Negotiations on the second phase, including long -term administration and disarmament, will be started immediately.
First Phase: What is agreed as immediate steps
Hostage: Hamas agreed to publish 20 Israeli hostages, which are still believed to be alive, along with the remains of about 28 others who died during the attacks on October 7, 2023. The release is expected within 72 hours after the Israeli government ratifies the agreement.
Exchange of prisoners: Israel liberates nearly 2,000 Palestinian prisoners, including 250 life sentences and 1700 other detainees since the beginning of the war. Especially leader Fatah Marwan Barghouti Fatah will not be part of the exchange.
The suburban and move of units: Israel partially withdraws its forces from Gaza to a pre -evaluate “yellow line” within 24 hours of a ratifying agreement in the safety cabinet. The extent of the withdrawal has not been fully published, but the soldiers are expected to move from inhabited areas.
Humanitarian aid: Aid at least 400 AID trucks will enter a day for the first five days of a ceasefire, with increasing the number. Help includes food, medical supplies and support for reconstruction of Gaza health infrastructure.
The return of the displaced persons: families displaced in southern Gaza will be able to return to the city of Gaza and the northern region immediately.
Timing of the ceasefire: The ceasefire will be reflected within 24 hours of approval of the Israeli safety cabinet, followed by a 72 -hour window for the release of hostages and prisoners.
Second phase: long -term goals and excellent problems
Disarmament of Hamas: One of Israel’s key requirements is to dismantle the military abilities of Hamas, including tunnels and weapons supplies. Hamas has long resisted full disarmament, but can agree to “eliminate” operation from operation from operation under the supervision of the common Palestinian Egyptian committee.
Post -war administration: The plan assumes a temporary government of Palestinian technocrats to replace Hamas’s government in Gaza. The international supervisory authority, referred to as the “Peace Council” or “Council of Peace”, would hold primary authority and supervise the efforts to reconstruct. Trump’s initial plan proposed former British Prime Minister Tony Blair as the head of this control body, although Hamas formally disagreed with this structure.
Soldiers’ collection guarantees: Hamas is looking for international mediators, including President Trump, that Israel will completely withdraw his strength after being released. The timing and extent of total withdrawal remains to be negotiated.
Reconstruction and safety: Performing Arab Security Forces and Palestinian Police to maintain the order in Gaza is part of the second phase, along with the fact that Israel cannot re -enter Gaza unless Hamas and the structure of administration are introduced.
