Lok Sabha Om Birla speaker said on Thursday (July 3, 2025) that the frequent disturbance of parliament, as soon as the recurring feature, decreased significantly and paved the way for better productivity and more significant debate.
At the opening meeting of the first national conference of the heads of city local authorities from the countries and trade unions in Manesar in Haryana Mr. Birla noted that Lok Sabha was increasingly testified by late night meetings and prolonged discussions, which reflects what he described as “mature and responsible democratic culture”.

He called on the city local authorities to institutionalize structured procedures such as regular sessions, robust committees and citizens’ involvement mechanisms to strengthen democracy at local level.
The aim of the two -day conference, which was the thematic “role of city local authorities in strengthening constitutional democracy and the building of nations”, is to serve as a platform to define the role of city local authorities in rapid urbanizing India and emphasize innovative models of contemporary city administration.
With reference to the Indian ancient traditions of village rally and community negotiations, Mr. Birla noted that India had long been recognized as a “mother of democracy”.
“These are the roots of our democratic functioning, which we have inherited for centuries. Today it is necessary for meetings of urban authorities to transfer our rich democratic tradition,” he said, adding that the functioning of the city authorities should be “dignified, regular and regular and regular”.
Mr. Birla suggested that the municipal authorities incorporate procedures such as an hour of questions and a zero hour to allow elected representatives to cause problems concerning their constituents. These mechanisms, said they would increase responsibility, improve transparency and facilitated more efficient monitoring of administrative work.
“I noticed that many municipalities, advice and corporations take place all year round. Sometimes only budget meetings are held, which is adjourned in the middle of chaos within half an hour. It is not a healthy democratic tradition,” said Mr. Birla. He added that municipal meetings should be all -day matters with detailed negotiations on proposals and plans.

“There should also be extensive discussion on the budget, so the schemes are carried out in the interest of the public and their impact is visible on Earth,” he said.
The main Minister Haryana Nayab Saini, who was dealing with the Assembly, described the city local authorities as basic institutions and “the first school and the kindergarten of democracy”. He said that the power of the nation lies at the democratic depth of his local administration. “India and developed Haryan can only be achieved through developed cities,” he said.
