Deputy Chairman of the State Committee for Decentralized Planning and Development DR Patil emphasized the need for impartiality in development issues and effective use of funds released by governments to accelerate rural development.
On Monday, he chaired a meeting to review the progress of the annual draft district development plan of all districts under Belagavi division in Dharwad.
Mr. Patil said steps should be taken to ensure that people develop a strong sense that their development is possible only through participation.
“To facilitate this, there should be decentralization of planning and power. Only then will the panchayat raj system take proper shape,” he said.
The senior congressman urged the officials to engage in shramadan at least once a month to create a positive mindset among the villagers regarding sanitation and hygiene.
“Let us be happy when we work within government guidelines. If you respect people’s feelings and respond to their demands, they will treat you like a deity. Let us use the position given to us to ensure the progress of the people,” he said.
Mr. Patil emphasized the need to ensure availability of graveyards in every village in Belagavi division by March 31 next year and called it a basic requirement.
Taking the Chakkadi Raste (ox card road) initiative as a model initiative by Navalgund MLA and Dharwad MLA, he said the success achieved is due to the involvement of rural people and farmers.
Mr. Patil said that officials have the responsibility to realize Mahatma Gandhi’s dream of Gram Swaraj. He said that people’s participation is essential for facilitation.
The annual development plan of the district should include the demands and aspirations of the people of all walks of life, he said.
Navalgund MLA NH Konaraddi highlighted the role of officials in providing the benefits of government schemes to the people. He said that the 300 km long Chakkadi Raste was laid in the Navalgund Assembly segment with the cooperation of all stakeholders.
Belagavi Division Regional Commissioner Janaki KM emphasized the need to involve all stakeholders and ensure transparency and adherence to rules and regulations at the planning level.
It also directed officials to observe the fourth Sunday of every month as cleanliness week and initiate cleanliness drive in villages and urban areas through community participation.
GRJ Deputy Commissioner Divya Prabhu said that effective implementation with coordinated efforts is the key to solving various problems.
Deputy Commissioners of various districts including CN Sridhar, K. Lakshmipriya and Mohammad Roshan, Zilla Panchayat CEOs Bhuvanesh Patil, Rahul Shindhe and Dileesh Sasi, Karnataka Bala Vikas Academy Chairman Sangamesh Babaleshwar and various other officials were present.
