A survey of 5,720 employees and 715 employers by the union labor ministry’s research arm, the VV Giri National Labor Institute, found “broad and constructive acceptance” of the four labor codes.
“The overall perception score indicates that stakeholders view the Labor Code as a credible and forward-looking reform that reflects confidence in its long-term relevance despite the acknowledged transitional nature of the current phase,” and message based on the survey he said.

He added that the labor code is increasingly seen as a shared institutional framework rather than a unilateral regulatory intervention. “The study finds a consistently positive assessment of the potential impact of labor laws on working conditions, wages and income security. Workers perceive that the laws will lead to improved regulation of working hours, better rest and vacation practices, and greater regularity of wage payments,” he added.
Sixty percent of workers surveyed believed that overall working conditions would improve as implementation matured. “In addition, 63% of workers perceive that the provisions will lead to better regulation of working hours, while 60% believe that the codes will improve rest and vacation periods. Regarding remuneration, 54% of workers believe that the labor code will improve the timely payment of wages,” the report states.
Also, 64% of workers believed the new provisions would improve income security; 76% of employers believed that workforce flexibility was essential to business sustainability, and 64% believed that paying wages on time would improve workplace discipline. “Permanent employment and flexible workforce structures are seen as compatible with business sustainability, particularly in a competitive and evolving economic environment, with 64% of employers stating that temporary employment fits their business model,” the report added.
It further states: “71% of employers express confidence that the Labor Code supports women’s participation in the workplace, while 66% of workers believe that safety, transport and monitoring requirements will improve the protection of female employees.
