
The Election Commission of India (ECI) on Monday announced the second phase of electoral roll revisions in 12 states and union territories after conducting it in Bihar.
Special Intensive Review (SIR) will be conducted in Andaman and Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal.
“SIR will ensure that no eligible voter is left out and no ineligible voter is included in the poll list,” said CEC Gyanesh Kumar.
The CEC noted that Aadhaar is not a proof of citizenship but can be provided as proof of identity during the SIR exercise.
Training of Election Officers for SIR Phase II will begin on Tuesday.
Kumar said the ongoing SIR exercise is the 9th since Independence and the last one was held 21 years ago in 2002-04.

Why SIR is needed
The Election Commission said that under the law, voter lists must be revised before every election or as required.

As a result of frequent migration, there were many changes to the electoral rolls, resulting in voters being registered in more than one place; non-removal of dead electors and unauthorized inclusion of any alien.

Key SIR processes
On October 27, 2025, the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) will print Unique Enumeration Forms (EFs) for each voter.
What will BLOS do?
— Distribute EF to every existing voter.
— Help voters match/link either their name or their relative’s name in the last SIR held in 2002-2004.
— For voter matching/linking/ BLOS can also access All India database (of erstwhile SIR
— Collect form 6 and declaration form for inclusion of new elector and assistance in linking
— Make at least 3 visits to each voter’s home.
— Voters can also fill EF Online, especially urban voters/temporary migrants.
— Identify dead, permanently displaced and voters who are registered in more than one place
— Except EF. No additional document needs to be collected with EF during the enumeration phase.

Involvement of political parties
— Director Generals, DEOs and EROs to meet all recognized parties and explain the SIR process in detail.

— BLAs can also collect duly completed EFs from voters, certify up to 50 EFsDay and submit to BLOs.
Enumeration phase
— Print, distribute, match/link and collect properly completed Enumeration Form (EF).
— Rationalization of polling stations with an upper limit of 1,200 voters.
