Lok Sabha Speaker Om Birla said on Monday (Nov 10, 2025) that he is trying to ensure that all parties are represented in the yet-to-be-constituted Joint Parliamentary Committee on the 130th Constitutional Amendment Bill seeking the impeachment of the Prime Minister, Chief Ministers and ministers arrested for 30 consecutive days on serious charges.
Addressing a press conference here, Mr. Birla said that parliamentary panels should not be viewed through the prism of politics as these committees discuss issues that transcend political boundaries.
“We are trying to ensure that all political parties are represented on the committee,” he said.
The panel is expected to be constituted soon.
The bills violate a fundamental principle of law: opposition
Several opposition parties such as the Congress and the Trinamool Congress have decided not to be part of the joint committee of Parliament to examine the 130th Constitutional Amendment Bill.
This Constitution Amendment Bill and two other proposed pieces of legislation were introduced on the last day of the monsoon session of Parliament on August 20. The Lok Sabha passed a motion to refer the three proposals to a joint committee of Parliament.
The NCP-SP, which is parting ways with other opposition parties, has decided to be part of the 31-member committee. YSRCP is also expected to be a part of it.
“These committees are like a mini-parliament as members discuss issues that cut across political lines. They should not be seen through the prism of politics; we are trying to ensure participation of all political parties,” Mr Birla told reporters when asked about the delay in setting up the panel.
Opposition leaders argue that the bills violate the basic legal principle that a person is presumed innocent until proven guilty, and resort to the automatic removal of the prime minister, chief ministers and ministers if they are not granted bail within a month of being arrested in serious criminal cases.
The government says the bill was necessary because Arvind Kejriwal refused to step down as Delhi chief minister despite being arrested in a criminal case.
