DK Shivakumar: How Congress ‘rock’ became Karnataka CM

Eight-time MLA Doddaalhalli Kempegowda Shivakumar, popularly called ‘DKShi’, has established himself as one of the most resourceful leaders of the Karnataka Congress. With the resignation of Chief Minister Siddaramaiah, the Congress Party’s chief strategist and problem-solver in South India will be promoted to the top post in Karnataka.
A firm believer in Hindu cultural identity and religious practices, Mr. Shivakumar is known to often say, “Efforts may fail, but prayers do not.” The phrase has often served as his cryptic response to persistent speculation about ministerial power struggles in recent months.

The 64-year-old combined a political network in Delhi’s corridors of power with formidable human control on his home turf – a strategy that helped him establish himself as both a politician and a businessman. With declared family assets worth hundreds of millions of crowns, he is one of the richest legislators in India.
Born on 15 May 1962 in a humble Vokkaliga agrarian family in Kanakapura, Bengaluru South district, DK Shivakumar entered politics at a young age through student activism and the Youth Congress. Despite lacking a political lineage, he persistently built a grassroots network in the Old Mysore region, particularly among the land-owning Vokkaliga community.

His first major political test came in 1985 when the relatively unknown 23-year-old Congress candidate contested against HD Deve Gowda in the former Sathanur constituency and suffered a narrow defeat. The contest earned him recognition in Congress for his aggressive political style and organizational skills.

In 1989, he was first elected to the Karnataka Legislative Assembly from Sathanur. Since then, he has remained undefeated in elections. Mr. Shivakumar first became a minister at the age of 30 in the S. Bangarappa cabinet and was in charge of the prisons portfolio.
In 1994, after the Congress denied him a ticket, he contested as an independent and won.
His rivalry with the family of former Prime Minister HD Deve Gowda became a defining feature of his political career. In 1999, he defeated HD Kumaraswamy in Sathanur constituency. He cemented his political status in 2004 when he played a key role in helping journalist and Congress candidate Tejaswini Gowda defeat Deve Gowda in the Lok Sabha elections from the former Kanakapura constituency.

National prominence
Its national importance increased significantly during episodes of political instability. In 2017, he hosted Congress MLAs from Gujarat in the resort town of Bengaluru to protect the prospects of Ahmed Patel in the Rajya Sabha elections. He played a similar role in 2002 when Maharashtra Chief Minister Vilasrao Deshmukh faced a no-confidence motion.
In 2019, Mr Shivakumar was at the center of efforts to protect Congress and JD(S) MLAs during the political crisis that eventually led to the collapse of the HD Kumaraswamy-led coalition government. These episodes enhanced his reputation as the chief “crisis manager” of the Congress party, but also brought him under intense scrutiny by central investigative agencies. In 2019, he was arrested by the Enforcement Directorate in a money laundering case and spent 50 days in Delhi’s Tihar Jail before being granted bail.

Mr. Shivakumar is often referred to in sections of the media as the “Kanakapura Bande” (The Rock of Kanakapura), a moniker reflecting both his resilient political persona and his refusal to be cowed by central investigative agencies.
Despite legal and political challenges, Mr. Shivakumar’s stature in the Congress continued to rise. As the President of the State Congress, he played a key role in the party’s victory in the 2023 Assembly elections.
This unwavering loyalty made him indispensable to the Gandhi family and the Congress high command. She also made him somewhat of an exception at a time when political defections had become commonplace. His refrain—”I am born a Congressman; I will die a Congressman”—remains his constant reminder to party workers of the importance of loyalty.
Mr. Shivakumar’s long-standing promise to keep his beard till he becomes Chief Minister is finally over.
