Andhra Pradesh Chief Minister N. Chandrababu Naidu ordered the ranking of districts on the basis of attracting investment and meeting the “speed of doing business” parameters, saying road maps should be prepared for each district to attract investment.
“Unique strengths and resources in each district should be identified and steps taken to realize their potential. The performance of the Collectors will henceforth be largely reviewed on the basis of investment attracted, employment generated and increase in per capita income in the respective districts,” the Chief Minister said while addressing the Collectors Conference at the Guntur District Secretariat on Thursday.
Mr. Naidu said that it would be possible to hold talks with potential entrepreneurs at the district level and provide them with the necessary support. He called for a focus on job creation, noting that jobs for the youth would lead to higher per capita income.
Allotment of land and permission to industries should be given on a war footing, he said, and instructed the Collectors to ensure that industries get the required supply of water. He recommended that if major industries do not come to the districts, the Collectors should instead focus on tourism, IT or agriculture based on the strengths of the district.
Mr. Naidu noted that while the police have become people-friendly, the forest department has been rigid in its stance, in view of numerous complaints of lack of cooperation, even as the Collectors have issued instructions for various development works. He specifically referred to objections allegedly raised by the Forest Department against the creation of infrastructure in the tribal areas of some districts.
He directed the forest officials to resolve the issues with the Collector or meet him for advice. Officials should think practically instead of hindering development by their actions.
The city of electronics
Unveiling plans to set up an Electronics City near Hindupur, Mr. Naidu told collectors to make the most of the Ratan Tata Innovation Hubs. He praised the introduction of medical diagnostic systems supported by artificial intelligence and emphasized the need for greater use of low-cost medical tools in efforts to achieve the desired results in the healthcare sector.
Further, Mr. Naidu directed officials to prepare a plan to check tax evasion by properly adopting artificial intelligence to help ensure that everyone pays their fair share without the need for manual intervention.
As far as the education sector is concerned, he wanted the syllabus to be regularly updated in consultation with institutions like NCERT.
