Delhi Police issued guidelines to journalists regarding the protests amid the uproar surrounding ACP Vivek Bhagat, who was accused of sexually harassing a journalist during a protest against CEC Gyanesh Kumar on October 3 at Jantar Mantar.

The promotion of ACP Bhagat to the post of Additional Deputy Commissioner of Police has also been rejected, the Delhi government announced on Monday.

Three women journalists have accused Delhi Police officers of sexual harassment during a protest on October 3 against alleged irregularities in the functioning of the Election Commission and the Special Intensive Revision (SIR) of electoral rolls.

“The story matters, as does how you get it!” Delhi Police wrote in X’s post late Monday night. They also shared “Guidelines for Journalists” with the hashtag “Ethics of Journalism”.

Duty of ACP Vivek Bhagat denied

The promotion of Assistant Commissioner (AKT) Vivk Bhagat to the post of Additional Deputy Commissioner of Police was delayed on Monday.

The Delhi government clarified that the proposal to grant additional duty to Bhagat and 11 other DANIPS officers was initiated on August 25, “much before the current set of events”. The orders were issued after due approval on October 5.

The government has clarified that the CDC allotment is a temporary arrangement with no financial benefits and officers who have been allotted CDC cannot perform any statutory duties of regular holders.

However, ACP Vivek Bhagat “on his own accord requested not to avail the current duty allocation until a full investigation into the alleged harassment of women journalists is conducted and such investigation is satisfactorily concluded,” the post said.

Accordingly, the earlier order is being modified and will be reissued keeping in mind the allocation of CDC to the remaining 11 officers, he added.
