The High Court in Delhi on Friday (May 23, 2025) reserved its judgment on the request of Turkiya, with its registered office at Celebi, an operator at several airports throughout India, which questioned the abolition of its security clearance.
The court reserved a judgment after hearing the Airport Services of Celebi India PVT. Ltd. and Celebi Delhi Cargo Terminal Management India Pvt. Ltd. and the government of the Union.

The Civil Aviation Security Authority (BCAS) on May 15 canceled the security clearance of companies just days after Turkiya supported Pakistan and condemned Indian strikes to terrorist camps in the neighboring country.
Mukul Rohatgi, head of the Celebi, claimed that the step of the center was against the principles of natural justice and violated the procedure according to the aircraft safety rules.
Attorney General Tushar Mehta, representing the Center, prevented the decision to cancel the security clearance of companies without warning, because “it dealt with the SUI Geneis, where there is a potential threat to the security of civil aviation at different airports …”
Mr Mehta said that companies were involved in manipulation with ground and cargo with access to aircraft screening and cargo at several airports, including those who manipulate the VIP movements, which caused the authorities to perform their “plenary powers” under the relevant Act.
Celebi claimed that she has been working in India for the past 17 years, but had no opportunity to cancel security clearances.
