According to the order issued on Monday (November 24, 2025), all government offices and private institutions in the city of Delhi will function with 50% staffing and the rest will work from home under the third phase of the Graded Response Action Plan (GRAP) in view of the high level of air pollution.
The directive was issued by the Environment Ministry under Section 5 of the Environment Protection Act, 1986 to all government offices in Delhi and private institutions operating in the national capital.
All Administrative Secretaries and Heads of Departments will attend the office regularly, with no more than 50% of the staff physically present in the office. The rest will work from home, he said.
All private offices operating in Delhi will operate with a maximum of 50% of employees physically present at the workplace. The remaining employees will be “mandatory” to work from home, it added.
