C. Narayanaswamy, chairman of the Fifth State Financial Commission, said on Monday that the local authorities were unable to properly use funds due to delay in election elections.
He spoke at a consultation meeting in Shivamogg with officers of Shivamogg and Chitradurg. The means were not released because the elections were not held for local authorities.
