
A day ahead of voting for the first phase of the Bihar assembly polls, the Congress on Wednesday (Nov 5, 2025) released 20 points for what it called “frauds, injustices and neglect inflicted” on the state by the BJP-JD(U) government, urging voters to defeat the NDA and end unemployment, migration, corruption, corruption and neglect.
Congress General Secretary (Communications) Jairam Ramesh alleged that the NDA has pushed Bihar’s bright future into darkness in the interest of its own “power-hungry interests”.
“Before the first phase of polling tomorrow, November 6, don’t forget to look at these 20 points on the frauds, injustices and neglect inflicted on Bihar by the BJP-JD(U) government in the last 20 years,” Mr. Ramesh said on X, listing the 20 points.
He pointed out that more than 10 recruitment and entrance exams in the state have been leaked, with scandals erupting.
“The future of thousands of youth has been destroyed. When the youth took to the streets to demand justice, they were mercilessly beaten with batons,” said Mr. Ramesh.
He also cited an operation in which he claimed papers and diplomas were being sold for ₹20 to ₹50 lakh in Bihar.
“Due to the failed economic and employment policies of the NDA government, millions of people have been forced to leave their homes and migrate to other states for work. According to the Modi government’s own e-Shram portal, 3 million 18 million people from Bihar are engaged in work in other states,” the Congress general secretary said.
Claiming that the BJP-JD(U) has turned Bihar into the country’s poorest state, Mr Ramesh cited a caste-based survey in the state and said 64 per cent of the population survives on just ₹67 a day, with the extremely backward classes and Dalits the worst affected.
“Industries and businesses have been devastated. Even those industrialists who are running businesses on their own are now in limbo. 11 industrialists have been murdered in the last 6 months,” said Mr. Ramesh.
In Bihar, the “goonda raj” and kidnapping industry is thriving – on an average, 8 murders, 33 kidnappings and 136 heinous crimes take place every day, he claimed.
He also pointed to the CAG unearthing a ₹70,000 crore “fraud”.
In the last 3 years, 27 major bridges have collapsed due to corruption, he said.
“The CAG report says that the health system in Bihar is in shambles – 60% shortage of staff, 86% shortage of specialist doctors, 57% shortage of resources from district hospitals to Primary Health Center (PHC) and shortage of beds in 93% hospitals,” the Congress leader said.
“According to the NGT, pollution has increased in ‘Ma Ganga’ – out of 13 sewage treatment plants, only 7 are operational and even those are not up to standard,” he said.
Under the guise of the liquor ban, an empire of illegal liquor was established, he alleged, adding that since 2016 till date, 190 deaths have occurred due to poisonous liquor, mostly in Saran, Siwan, Gaya, Bhojpur, Buxar and Gopalganj.
“The school education system has collapsed – dropout rate 26% (highest in the country), no electricity in 1,16,529 schools, only one teacher in 2,637 schools and not a single student in 117 schools,” Mr. Ramesh said.
He further claimed that higher education is in complete disarray, with a gross enrollment ratio of 17.1% (the lowest in the country) and only 7 colleges per 100,000 population, when the national average is 30.
“Farmers’ income has completely dried up – no benefits under the KUSUM scheme and only ₹915 crore has been spent out of the ₹3,980 crore in the Agricultural Infrastructure Fund,” said Mr. Ramesh.
He further alleged that the daughters of Bihar were trapped in the web of microfinance loans, with the “recovery mafia’s reign of terror” intensifying.
Mr. Ramesh also alleged “massive fraud” in MGNREGA with fake attendance, fake photographs and payments in the names of deceased prevalent.
“Srijan scam – direct loot of ₹1,000 crore. 1,000 acres of land given to Adani at ₹1 per acre. Even in nutritional food there is fraud – out of 1,14,000 anganwadis, growth monitoring machines are not working,” he alleged in 50,000.
Mr. Ramesh alleged that corruption in the state is at its peak and there are bribery cases against 4,200 government officials as per the Economic Offenses and Vigilance Department, Mr. Ramesh said.
He urged the people of Bihar to defeat the BJP-JD(U).
“Unemployment, migration, corruption and goonda raj will end on their own,” Mr. Ramesh said.
The stage is set for the crucial first phase of Bihar assembly elections on Thursday (November 6, 2025), when 3.75 million voters will decide the electoral fate of 1,314 candidates, including top officials such as INDIA Bloc chief ministerial face Tejashwi Yadav and Deputy Chief Minister Samrat Choudhary.
Mr Yadav is aiming for a hat-trick in Raghopur, while his main challenger, BJP’s Satish Kumar, defeated his mother Rabri Devi in 2010 when he contested the JD(U) symbol.
Bihar polls are being held in two phases on November 6 and 11 and the results will be declared on November 14.
INDIA’s opposition bloc of RJD, Congress and Left parties has declared RJD leader Tejashwi Yadav as its chief ministerial candidate.
