Medchal–Malkajgiri District Collector M. Manu Choudary has extended the land acquisition process for the proposed elevated corridor from Paradise Junction to Shamirpet along the Outer Ring Road (SH-01) by one year. The decision comes after a delay in completing mandatory procedures under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act 2013.
According to the official procedure, the Special Representative of the Collector (Land Selection) Medchal–Malkajgiri requested an extension, as the declaration according to Section 19, Paragraph 1 of the Act, indicating the official decision of the Government to acquire the identified lands, could not be issued within the stipulated period of 12 months. This statement follows the preliminary notification and social impact assessment, and its publication confirms that the government will proceed with land acquisitions for a specific public purpose. The delay prompted the Collector to extend the publication date from October 25, 2025 to October 24, 2026.
The affected areas include Alwal, Machabollaram, Hakimpet, Pothaipally and Thumukunta villages in Alwal and Shamirpet mandals. The land is being acquired for the construction of an elevated corridor proposed by the Hyderabad Metropolitan Development Authority (HMDA).
The proceedings said that several pleas were filed in the Telangana High Court challenging the preliminary notifications, particularly those related to Alwal and Thumukunta villages. The temporary suspension of these notifications caused significant procedural delays. HMDA has also asked the Solicitor General for an opinion on whether the declaration process can continue despite the ongoing litigation, but a legal opinion is still pending.
The Collector’s order also cites Section 19(2) of the RFCTLARR Act, which directs that no declaration shall be made unless a summary of the rehabilitation and resettlement program is published along with it. Since the draft scheme is still pending approval by the Commissioner (Rehabilitation & Resettlement), the declaration could not be completed in time.

The JAC has been protesting the government’s proposal to widen the road from Gymkhana to Thumkunta by 200 feet, saying the decision could affect a large number of people.
