MEPs are distributed with voting cards containing the names of two contestants candidates and their preferences indicate the writing of the “1” image against the name of the candidate of their choice.
EVMS, which have so far been used in five elections Lok Sabha and more than 130 elections to the Assembly, cannot be used in the elections of the presidential, vice president, Rajya Sabha and the State Legislative Council.
Why? Simply because the machines that have been used since 2004 are designed to function as a direct -election votes aggregators such as Lok Sabha and the State Assembly. Voters press the button against the name of the candidate of your choice and one who packs the maximum number of votes is announced.
A single transmissible voice

CP Radhakrishnan vs B Sudershan Reddy?
CP Radhakrishhnan of the National Democratic Alliance (NDA) and opposition Bloc B Sudershan Reddy are two candidates in the elections to the second highest constitutional position, who were on July 21st of the sudden resignation of Jagdeep Dhankhara.
Like the elections of Rajya Sabha, voting and counting take place on the same day in the elections to the Vice President’s office.
EVM are not designed to register this vote system; They are an aggregator of votes. Within the system of proportional representation, the machine will have to calculate voices based on preferences, which requires a completely different technology.
In other words, another type of EVM would be needed.
According to the Election Commission’s website (EC), EVM was first conceived in 1977 in the vote and Electronics Corporation of India Ltd. (Ecil), Hyderabad, was entrusted with design and development.
Prototype in 1979
In 1979, a prototype was developed, which EC proved before the representatives of the political party on August 6, 1980. Once a wide consensus was reached at their introduction, Bharat Electronics Ltd., Bengalur, another public sector, was produced together with ECil.

The machines were first used in the elections to the Kereral Assembly in May 1982. However, the absence of a particular law that prescribes their use led to the fact that the Supreme Court had struck these elections.
EVMS in general elections since 1998
In 1989, the parliament changed the representation of the 1951 Act to create a provision on the use of EVM in the elections.
In 1998, a general consensus was achieved in the introduction of EVMS, which were used in 25 constituencies in Madhya Pradesh, Rajasthan and Delhi.
In the elections to the assembly held in May 2001 in Tamil Nadu, Kerala, Puduchherry and West Bengal, EVM was used in all constituents of the Assembly.
If the vice -president elections can be held on the ballot, then why not the election of deputies and MLA?
Since then, the Election Commission has used them for all state elections.
