Governor CV Ananda Bose, who was afraid of spilling the violence of Murshidabad to other districts of West Bengal, suggested that the center considers “constitutional possibilities not only to control the current situation, but also to create people’s confidence in the rule of law”.

Municipal violence broke out in Dhulian and SamSerganj Murshidabad 11 and 12 April, claiming three lives and retaining hundreds of homeless people.
In his special report on municipal unrest sent to the Union’s government, to which the Hindu approach was, the governor issued three recommendations: to formulate “an umbrella legislation that would seize the government of the Union to maintain law and order when state machines do not work effectively”; to appoint an Inquiry Commission pursuant to the Act on the Communities of the Inquiry Act of 1952 to deal with reported laws on omission and commission and propose measures to prevent such incidents in the future; and set up borderline security forces (BSF) bases in vulnerable areas.
At the very end of his report, without forming it as a recommendation, Governor said Article 356 of the Constitution, which prescribes the imposition of the President’s government in the state. “There is no need to add, the provisions under Article 356 of the Constitution also remain,” the report said.
BSF deployment requirements
The governor visited the areas affected by violence on 18 and 19 April, where he collaborated with people affected by violence and listened to their requirements, including the permanent deployment of BSF.
In the Governor report, he called on “Restoring/establishing the Central Forces of the Base/BSF base for their jurisdiction limit in vulnerable districts along the international border”. He added: “From my vision in a field sanction through the restless area and interaction with damaged people it seems to be felt needs.
State Government Action
The report gives details about how the state government was aware of the “immediate establishment of the law and order in Murshidabad”, including protest assemblies against the WAQF law (amendment) and temporary suspension of the Internet in early April.

“According to reports, a total of 138 companies were submitted by 22.04.2025 and the total number of arrests for total violence exceeded 300. Four people, including the accused, were arrested in the target killing of the father in Jafrabad,” he said in his report. He added that the state administration identified 109 houses or buildings that were forcibly influenced by.
The governor noted that the state government took measures to limit the situation and the renewal regulation, but added that it was necessary for the center to take strong steps, including a strict vigil at the border.
“Political Story -driven by religion”
The report stated that “the atrocities caused seem to be systematic and intentions of the intention to destroy the identity of a particular group”. Governor said that the way “people were mercilessly exposed to forced displacement and conditions created for the physical destruction of their identity” can be described as “cultural erase” attempts.
The report added that the political narration of the state has now become “based on religion” and claims that intensifying political rivalry between the ruling party and the opposition has led to both major parties more and more using “religious identity to consolidate his voter bases”.
These problems are caused by the outbreak of municipal tension, which is impaired by the fact that the state of inability to reduce hate manifestations or promotes the right and order impartially, the governor said. The situation is pushing West Bengal towards the abyss, where election strategies are increasingly relying on division than for development, he warned.
