The state government informed the High Court in the Kerala that committees were established at the level of districts in order to resolve the claims for compensation for dog bite.
This was done in accordance with the Supreme Court Directive to replace the Siri Jagan Committee, who appointed in 2016 to decide to compensate the victims of the dogs. This committee ceased to operate on the basis of the Supreme Court Directive that such matters were under the jurisdiction of the Supreme Courts.
Committee
Regarding the composition of committees at the level of the district, the government informed on Wednesday on the bench of justice CS Dias that each committee includes the secretary of the district legal services body, a district medical official and the common director of the local self -governing department, as ordered by the court.
In addition, the government included a district animal breeding officer as a member, and the government submitted when the court heard a dose of petitions that sought its intervention to limit the recurrent incidents of the vicious dog attacks in Kerala.
Further hearing
The additional general advocate (AAG) asked the petitions to be considered only after the Supreme Court issued an order for a similar matter before him. The case was so adjourned to 11th September after the holidays Onam.
In July, the High Court asked whether the attacks from vicious dogs could be listed within the Act on the Act on the State Disaster Management, at least for the limited purpose of the victim’s compensation. The court then showed the Chief of the State Police and ordered him to present the details of the ate registered in connection with the incidents of the dog bite.
Death
As far as death is concerned, the government submitted in July that 23 people died of rabies in Kerala in the first seven months of 2025, almost half of which were caused by stray dogs and puppies. The bite of stray dogs led to 11 out of 23 deaths of rabies, while four deaths were caused by domestic dogs, three cats and one of them fox and jackal. The cause of the remaining three deaths was not known. In 2024, 26 people died of rabies in the state, 15 of whom were caused by bite of stray dogs. A total of more than three cases of lakh dog bite between August 2024 and July 2025 have been recorded in the state. March – 35 085 – occurred March.
In the honorary statement of the local self -governing department (LSGD), the local bodies were ordered to ensure sterilization and vaccination of stray dogs, organized shelters for spikes that cannot be returned to the streets and regularly report the progress of these tasks. In addition to the existing animal contraceptive centers (ABC), portable centers will be set up in areas where the threat of stray dogs is serious. The proposal will be submitted to the Center to change the ABC rules to allow local governments to overcome the threat of vicious dog attacks. In addition, steps will be taken to ensure compliance with dog licenses for pets and vaccination, while the fines were imposed for non -compliance.
