CM Bhupendra Patel unveils Viksit Gujarat 2047 implementation plan

Marking what the state government described as a decisive step from long-term vision to implementation on the ground, Gujarat Chief Minister Bhupendra Patel on Tuesday (June 30, 2026) unveiled the Viksit Gujarat @ 2047 implementation plan, a comprehensive strategy aimed at translating the state’s development vision into measurable action over the next two decades.

The roadmap, jointly prepared by the Gujarat State Institute for Transformation (GRIT) and the Planning Division of the General Administration Department, was unveiled in Gandhinagar in the presence of Finance Minister Kanubhai Desai, members of the Council of Ministers, Chief Secretary MK Das, Chief Advisor to the Chief Minister Dr. Hasmukha Adhia and senior government officials.

Addressing the gathering, Mr Patel described the plan as a major milestone in line with Prime Minister Narendra Modi’s vision of Viksit Bharat 2047, saying it would provide a clear framework defining responsibilities, timelines and measurable outcomes for each department.

He said the plan will enhance responsible governance by focusing on implementation rather than intention, with the ultimate goal of improving the quality of life of citizens through better livelihoods, stronger infrastructure, inclusive growth and sustainable development.

The Chief Minister said the plan envisages transforming Gujarat into a globally competitive, inclusive, sustainable and technology-driven state while advancing the government’s vision of “earn well, live well”. He expressed confidence that detailed micro-planning and coordinated efforts across departments will ensure the successful realization of Viksit Gujarat’s vision.

Urging officials to maintain Gujarat’s leadership on India’s development path, Mr. Patel urged them to set ambitious goals, overcome the “Chal” mindset and ensure uncompromising quality of governance and public service delivery.

Chief Secretary MK Das said that the state has sufficient financial resources to achieve its development goals and stressed that commitment, effective monitoring and timely inspections are the key requirements now. He said all departments, district collectors and district development officers would have to play a proactive role in implementing the roadmap and assured that the government would provide political support and financial assistance whenever required.

Mr Das said balanced development across sectors such as health, infrastructure, employment, ports and transport, driven by clearly defined key performance indicators (KPIs), would remain a priority.

Presenting the roadmap, GRIT CEO S. Aparna said the vision document released in January 2024 aims to increase Gujarat’s gross domestic product (GSDP) to $3.5 trillion by 2047.

She said the implementation framework was prepared with the participation of all 26 ministries and is built on 11 main themes, 120 macro goals and 55 key areas. Nearly 900 cross-departmental implementation steps have been identified to achieve the vision.

Viksit Gujarat @2047 digital dashboard with visual implementation plans for education, agriculture, tourism and water supply departments was also unveiled during the event to track progress on an ongoing basis.
