CJI Surya Kant inaugurates Gurugram’s ‘Tower of Justice’, highlights women-friendly judicial infrastructure

Chief Justice of India Justice Surya Kant on Sunday (Jul 12, 2026) said judicial infrastructure was no longer a luxury but a “very great necessity” and called for mandatory facilities for women lawyers, including separate bar rooms and adjoining childcare facilities, in all new court complexes.

Inaugurating the new judicial tower, a seven-acre judicial complex for the Gurugram District and Sessions Court near Rajiv Chowk, the Chief Justice said that ensuring an atmosphere that inspires confidence in the socially and financially backward litigants is the duty of all the three constitutional bodies.

“Just as a patient arriving at a hospital is given first aid, a consumer of justice who comes to court must be given first aid in the form of basic amenities – seating, drinking water and washrooms,” said Chief Justice Kant. He noted that Gurugram’s transformation from an agricultural town to an industrial center had led to a surge in legal disputes of all kinds.

Pointing out the lack of facilities for women lawyers, the CJI cited a recent survey by the Supreme Court Bar Association which found that many judicial complexes across the states lack basic facilities for women as members of the bar. “Women lawyers are not getting the facilities that should be provided to them in many states. It is our best effort to make provision of these facilities mandatory wherever new judicial infrastructure is built. Without them, it would not be right to call it a modern judicial complex,” he said.

He urged the Punjab and Haryana High Court to provide a childcare room adjacent to the women lawyers’ room in the new Gurugram complex.

Chief Justice Kant recalled that he had performed bhoomi puja for the complex in January 2017 in his capacity as in-charge of the Punjab and Haryana High Court Building Committee and described the day as “historic” and “memorable”.

The new court complex has 55 modern courtrooms compared to 45 in the old building. There is also a bank, post office, bar library, mediation center and other civic amenities located here.

The CJI said that technology is the key to expeditious disposal of cases and its optimal use is possible only with proper infrastructure. He expressed hope that the courtrooms and conference rooms in the new complex will make full use of technology.

Referring to the integrated court complexes in some states that house trial, family, labor and environmental courts under one roof, Chief Justice Kant said it was a useful concept for both lawyers and litigants. He expressed confidence that the Punjab and Haryana High Court would initiate steps to create such unified complexes in Haryana with the support of the state government.

On the occasion, the CJI also laid the foundation stone for new court complexes in Punhana and Tauru sub-districts of Nuh district.

Haryana Chief Minister Nayab Singh Saini, Union Law Minister Arjun Ram Meghwal and Urban Affairs Minister Manohar Lal were also present.
