On Friday, the Indian Election Commission (ECI) organized a briefing for general, police and expenditure observers to be deployed as central observers for the upcoming Bihar Assembly ALCEMBERS in some countries.
The briefing was attended by 287 Indian officials of administrative services, 58 Indian police services and 80 officers from other services. The main election commissioner (CEC) Gyanesh Kumar, along with the election commissioners Sukhbir Singh Sandhu and Vivek Joshi, addressed participants.
In his notes, CEC described the observer as the lighthouses of democracy. “As the eyes and ears of the Commission, central observers were asked to get acquainted with all electoral laws, rules and instructions, provide direct field inputs and ensure their strict and impartial observance.
The observers were also ordered to visit the polling stations and ensured the implementation of recent initiatives of established commissions for the comfort of voters.
The Commission shall appoint a central observer under the apparatus, which granted him by Article 324 of the Constitution and Section 20b of the Act on the Representation of People to help in the implementation of free and fair elections. It also oversees the effective and efficient control of the election process at the ground level.
