
Officials of the Central Government on Thursday (July 24, 2025) submitted the Minister of the Cabinet Memorandum to mark the stagnation of their careers and demand time -bound promotional events.
The Central Secretariat forum, the authority of the Central Government officials, referred to the office of the Prime Minister on Thursday and urged a rapid measure to restructic the cadre, delayed promotion and denial of the benefits of organized services of Group A (OGAS).
In his dismissal, the forum urged the Prime Minister to order the Ministry of Personnel and Training (DOPT) to complete the fourth revision of the cadre, launched time -bound promotion and restore the parity of services with other central civil services.
The CSS, which provides an administrative core to almost all ministries and departments, has not seen the revision of the cadre for at least seven years. The last cadre review was made in 2018 with a five -year delay. The fourth review of the cadre, due in 2018, has not yet been implemented with a delay of 7 years and counting, said a letter to the Minister of Cabinet TV Somanathan.
The letter stated that after 2014 there was a disproportionate delay in completing the message, let alone implementation and added that there were almost 2,500 vacancies in the CSS.
The forum stressed that they face acute stagnation, according to the secretaries who are entitled to promotion, as they are waiting for promotion even after 12 years of service in the class against the prescribed stay of five years.
