While it announced that the Union’s cabinet decided to name the caste in the next census, the Minister of the Union Ashwini Vaishnaw said on the basis of the statement that the socio -economic and caste census in 2011 (SECC) and CASTE Enumeration exercised only “surveys”.
“The census is the subject of the Union, but some states have done it (list of caste). Some states did it well, while some states did it purely from a political angle in a non -transparent way,” Vaishnaw said on the briefing of the trade union cabinet, in reference to Bihar, Karnataka and Telangana of the government.
The Union Government is considering codification of the list of castes and sub -facilities to ensure that the number of caste is not as difficult as in SECC 2011.
Bihar, Karnataka and Telangana governments have all developed a list of caste and communities, leaving people for people to identify with communities that may not be on the list. For example, Bihar had 214 posts on the list of Kast, Karnataka had over 1300 and Telangana had over 200. All three states used their relevant state list, bedrock and communities to arrive on the list.
While SC and ST lists for each state are singular and decide on parliament, socially and economically backward classes (SEBC) and other reverse classes (OVC) are categorized independently according to the governments of the state and UT. The Central List of the CITC lists 2,650 communities across the country, while an independent analysis of the municipal lists showed more than 3,651 communities categorized as such.
In 2022, the Bihar government began a caste survey and announced its report about a year later; Telangana’s government announced its decision to conduct a survey in January 2024 and announced its completion in about a year. In the case of Karnataka, the survey was carried out in 2015, when the state was managed by the government led by the Congress and the report based on the assets were then completed and submitted to the government only in 2024.
According to India’s government estimates, Bihar’s survey included 13.07 Crore throughout the state, which is slightly higher than its population in 2023. The telengana survey included 3.54 crore people, which at that time came about 92.91% of the supposed population of the state. The Karnataka survey was engaged in a total of 5.98 crore, almost 95% of the then designed population of the state.
The finding questioned
However, finding out the caste exercises in each of these states was questioned by opposition leaders and certain communities. In Bihar and Karnataka, he was one of the critics that the survey did not cover the entire population. Both Karnataka and Telangana surveys have been questioned for their estimates of back -class populations with accusation of underestimation.
Mr. Vaishnaw also stressed that the government led by Narendra Modi-LED would perform this exercise “transparently”. None of the states that have not yet tried to list the caste and their relevant populations have not published the entire reports and data. All three governments have submitted reports on the survey of the survey in their relevant gatherings or before the state cabinets. But besides the population of each caste and their percentages compared to the population of the state, nothing else of the surveys was published.
