
Bihar with 13 aspirational constituencies has 27% state NPOs and Odisha with 10 constituencies has 17.4%. However, the overall picture is far from encouraging. Aspirational counties account for just 5% of total nonprofit registrations, with roughly one nonprofit for every 14,000 people, compared to a national average of one for every 4,000 people, the report said. “These aspirational areas lack grantmakers, capacity-building centers, and monitoring and evaluation networks, making it difficult for new nonprofits to emerge or sustain,” the report says.
