
CAG pulled out the Ministry for the delay in relocating Anganwadi centers, discrepancies in the data of recipients registered in the application and lack of basic infrastructure.
Indian controller and general auditor (CAG) found several shortcomings in the functioning of integrated services for the development of children (ICDS) within the social security department and strengthening the position of women.
In its report submitted on Tuesday, the CAG was pulled out by the Ministry for Delay in relocating the Anganwadi Center, inconsistencies in the data of recipients registered in applications, lack of basic infrastructure and vacancies in Anganwadi centers.
Audit compliance with CAG regulations on integrated children’s development services in the State in 2021–2023 found that although the Union government demanded rationalizing the performance of Anganwadi centers in 2014, but the state only directed in 2021.
“The delay of eight years in rationalization or relocation of the Anganwadi Center has defeated the goal of covering all areas within the ICD,” the audit said, recommending that the government could monitor the effective implementation of Anganwadis in a time -limited manner with an emphasis on exposed area.
The audit also found that there are inconsistencies that are kept in the center in the data of the total number of recipients in the TN ICD, which is maintained by the state government. These inaccuracies led to discrepancies in the data on which they based on the monitoring of the system, said the audit.
CAG noted that by lack of basic infrastructure such as separate kitchen, water facility, toilets, playing area in 77 sampled anganwadi across Tamil Nadu. The state replied that all possible measures were taken to gradually provide Anganwadis the basic equipment and the district collectors were instructed to regularly visit the AWC.
The audit noted that Anganwadi’s free work workers hold another fee for other centers. The state answered the question of high vacancies and stated that “rapid measures will be taken to occupy vacancies first.”
Within the ICD, food shutdown is provided by pre -natal women, postnatal mothers and children in the age group of six months up to six years. The audit noted that the composition of the food was insufficiently prescribed nutrient and energy requirements because the testing was not performed.
Other measures
The audit also noted that the lack of coordination with line departments and delay in the construction of the Anganwadi Center buildings as from 3,503 buildings sanctioned in 2019–2023, 273 buildings were waiting for completion since April 2024. He also stressed that a robust and user -friendly complaint is needed in the state.
