
The recent decision of the state cabinet to upgrade Mysuru City Corporation (MCC) to Greater Mysuru City Corporation (GMCC) by including areas falling under urban local body limits on the outskirts of the city under its purview has been welcomed by former chairman of Mysuru Urban Development Authority (MUDA) HV Rajeev.
Addressing a press conference in Mysuru on Saturday, along with former mayor BL Byrappa and others, Mr. Rajeev said the government’s move to form the GMCC would not only help improve roads, underground sewerage, roads and other infrastructure in the newly built layouts on the outskirts of Mysuru, but would also meet the demand of residents of several layouts who were opposed to seeking and merging with municipal bodies on the outskirts of the city instead. MCC.
The cabinet proposed to form GMCC by incorporating Hootagalli Municipal Council (CMC), Srirampura, Bogadi, Rammanahalli and Kadakola town panchayats, besides the gram panchayats of Chamundi Hills, Alanahalli, Siddalingapura, Dhanagalli, Ilvala, Nagavala Nadadlihundi, Nagavala.
While the MCC is currently spread over 88 sq km, after the formation of the GMCC, the area will expand to 333.46 sq km. The combined population of Mysuru city, Hootagalli CMC, Srirampura, Bogadi, Rammanahalli and Kadakola municipalities, apart from eight gram panchayats, was 11,19,705 during the 2011 census, but the projected population of the area in 2025 is estimated to be about 14,716 Mr.eev.
Areas on the fringes of the MCC have been developed into residential layouts by MUDA, various housing societies and private developers over the past 30 years. MUDA, Mr. Rajeev said, was only an approving authority and was not responsible for maintaining the newly developed schemes by taking up sewage cleaning and road repairs or providing water supply and street lighting. “As a result, these areas were not maintained by any authority,” he pointed out.
The provision of modern underground sewers, sewage treatment plants and other civic infrastructure in areas outside the boundaries of the MKC was not possible due to the fragmented authority and limited financial resources of the relevant city authorities. Similarly, the development of connecting roads beyond the Outer Ring Road was also not possible. “Once all these areas come under one administration, long-term solutions become feasible. Hence, Greater Mysuru is the solution to these problems,” he said.
Similarly, Mr. Rajeev pointed out that untreated sewage is being discharged into plots in many smaller layouts, leading to groundwater pollution. Urban local authorities outside the MCC limits lacked the required technical capacity, manpower, or financial resources to build wastewater treatment plants prior to wastewater discharge.
Also, due to lack of sanitation workers, waste segregation is suffering, he said and hoped that the formation of GMCC would solve the problem.
The creation of GMCC will also help generate more tax revenue for the government, Mr. Rajeev said.
Meanwhile, the former MUDA chairman also mentioned the peculiar situation where the residents of several localities in ward 65 of MCC were recently brought under the jurisdiction of Srirampura Town Panchayat. But the residents who got khats and plan approval from MCC refused to transfer their khats to the city panchayat.
Similarly, the Vijayanagara Third Stage Residents Welfare Association sought to leave the Hootagalli CMC limits and be subsumed under the MCC. The formation of GMCC will provide a solution to all these long-standing problems, Mr. Rajeev said.
