The Congress unit in Uttar Pradesh on Monday (Dec 1, 2025) alleged that the extreme pressure of the work of the Special Intensive Revision (SIR) and the subsequent death of a Booth-level officer (BLO) raises serious questions about the functioning of the state apparatus, adding that the deaths are institutional murder and the slaughter of democracy. A team of the party’s state unit led by president Ajay Rai met the family of the late Booth Level Officer (BLO) in Bareilly.
“Every death caused by SIR exercise is an institutional murder and failure of democratic ideas. In UP we are witnessing BLOs dying due to extreme pressure; similar incidents are reported from West Bengal and other parts of the country. From day one we have categorically stated that SIR is a farce to carve out the names of marginalized people mostly from OBC and Dalit backgrounds, moreover civil servants on the slaughter are part of a serious revision process, facing serious questions of democracy,” said Anil Yadav, a senior UP Congress leader.
On November 25, BLO and assistant teacher Vipin Yadav were found dead in Gonda district. The family alleged that the deceased was under extreme work pressure during the ongoing Special Intensive Revision (SIR) exercise and alleged that he was asked to strike out the names of a particular caste group.
On November 26, Sarvesh Kumar Gangwar, another BLO and primary teacher from Karmachari Nagar in Bareilly, died, with his family claiming that the “immense pressure” of work due to the ongoing Special Intensive Review (SIR) cost him his life. The deceased collapsed at school while on duty. He was taken to a hospital where doctors declared him brought dead.
“It is extremely unfortunate that the unbearable workload and stress of SIR claimed the life of a dedicated teacher. I have consoled the family at this sad time and assured them of all possible help. This extreme pressure of SIR’s work and subsequent death raises serious questions about the functioning of the government,” Mr. Rai said in Bareilly.
