On Tuesday (July 15, 2025), Bharatiya Janata (BJP) organized a celebration in Jammu and Kashmir over the decision of the Central Administrative Tribunal (CAT) to abandon Urda as a compulsory qualification for applicants applying to Naib-Tehsildar in the Union.
Jammu’s cat bench, which includes Rajinder Dogra and Ram Mohan Johri, remained in operation on Monday’s provisions in the rules of Discover and Kashmir (subordinate), which determined the knowledge with knowledge of Urda as a minimal qualification for post.
The Tribunal ordered the selection council for the selection of Jammu and Kashmir (JKSSB) to accept applications from candidates with the knowledge of any of the five official languages listed in Jammu and Kashmir. After ordering, JKSSB postponed the process of inviting applications for posts on Tuesday.
According to the Act on Official Languages of 2020, they were enacted during the central government, Hindi, Kashmir, English, Dogri and Urda were declared official languages in Jammu and Kashmir. Before the reorganization of the former state in 2019, Urda was the only official language.
The celebrations were held in Srinagar Ghant Ghar by Bharatiya Janat Yuva Morch, where her President Arun PraBhat welcomed the order of the tribunal. He said that an earlier government announcement of the continuation of Urda as a compulsory subject was discriminatory.
“The announcement was a counterattack. Our Preamble Constitution with Articles 14 and 16 is for equal opportunities for all and against any discrimination based on colors, religion or caste. The J&K government announcement was discriminatory for four of five languages declared official languages,” Prabhat said.
The leader and legislator Peoples of the Democratic Party (PDP), who responded to development, accused the BJP of Urda’s politicization and “injected municipal undertones into discourse around Jamm and Kashmir linguistic heritage”.
“The BJP attempt to view Urd through a municipal lens means a dangerous and shameful new minimum in our political discourse in J&K. Urda is not a symbol of any religion, but a pulsating pulse identity of Jammu and Kashmir, echoing the collective memories and reflected struggles
He said that Urdu is the language of poets, courts, income agencies, administration and everyday life in Jammu and Kashmir. “It is even more worrying that the cat needs to remain the requirement of Urda’s basic knowledge – the signal that the court forums are starting under political pressure,” he added.
PDP, said Mr. Para, built for preserving the language and cultural identity of the region. “Urdu must be preserved, not only as a language, but as an embodiment of our shared heritage, administrative continuity and cultural essence that combines all areas of J&K together.”
