As the Indian Election Commission (ECI) began to issue notifications to voters this week, whose documents were not found satisfactory during the ongoing special intensive revision (SIR) of electoral roles, officials said Hindu that most of these cases were identified in borders such as East Champaran, West Champaran, Madhubani Araria, Araria, A Araria, A Araria, Araria.
While East Champaran, West Champaran, Madhuban, Supaul and Araria share the borders with Nepal, Purni and Katihar on the border of West Bengal and Kishanganj shares the border with Nepal and West Bengal.
The announcements are issued to voters who have submitted their list and were included in the role proposal, but either did not submit any support document or submitted incorrect documents, or whose capacity – including citizenship – is doubtful, ECI resources said. Although the process of issuing announcements began across the state, the highest number of such cases comes from these border districts, they said.
Hearing next week
Many election registration officials (EROS) in these districts confirmed the Hindus that they started checking the list forms and began to issue notifications at the beginning of this week. Hearing will begin next week. For example, in the segment of the Raxaul Assembly in the eastern part of Champaran, the first hearing will take place on September 3, while the first hearing in the Madhubani election district is set for September 7, 2025.
They said the notifications were delivered physically, and officials ensure that they are affected by the voters themselves.
Each of these notifications argues that documents on the basis of which the electorate was included in the election role proposal was not satisfactory, and directs voters to appear on hearing before the ERO at a specified time and place, along with the original copies of their documents.
Ero’s strength
According to the SIR command issued on June 24, the ERO has the power to explore all claims, to conduct questions by the Suo Mot and issue notifications to each voter. In the event that the person is excluded from the final list after hearing, the ERO must issue “rhetorical orders” and state the reasons for the decision.
The talk order is one where the Office explicitly states the reasons for its decision that connects it with evidence, facts and applicable laws. This ensures that the decision is not arbitrary and reflects healthy thinking.

ECI said at the beginning of this week that more than 99% of those who submitted their list forms also submitted the required documents.
